City hall bond issue defeated

SOLON– A super-majority was needed to pass the $1.35 million bond issue in last week’s Solon city elections.
A super-majority voted against it.
Sixty-six percent of voters said no to the proposed purchase of the Brosh Chapel and Community Center for use as a city hall and community center.
A respectable 36.14 percent of registered voters in the city limits went to the Solon Fire Station in last Tuesday’s election, the highest turnout since 1999, to decide a single contested city council race and the bond issue.
According to results from the Johnson County Auditor, 307 residents voted against the ballot issue, 160 in favor. A total of 468 people voted, the most ever in a Solon city election.
The city had proposed the purchase of 100 S. Cedar St. (the Brosh facility) as an ideal location for a new city hall/community center, and asked permission through the bond issue to borrow the $1.3 million price tag, in addition to bonding fees and some minor moving expenses.
The upstairs of the facility would have been converted to use as city offices and council chambers, while the lower level would’ve operated as a community room.
The council has not formally met since the election. The bond issue is not listed on the agenda for a regular session Wednesday, Nov. 16.
Solon City Administrator Cassandra Lippincott said she wasn’t surprised by the results, but had felt there was a chance for passage. The informational session hosted by the city Nov. 2 was lightly attended, and there was no formal opposition to the proposal.
Lippincott said she couldn’t speak for the council, but wouldn’t rule out a second try to convince city residents. The cost of a special election would not be prohibitive, but she indicated the city would have to come up with a better strategy for relaying its message.
